ABOUT THE PROJECT

The Pittsburgh Parks Conservancy has developed a community-driven strategy to enhance and revitalize Baxter Park in Homewood, marking the first step toward creating a vibrant, more accessible gathering space for local residents.

This initiative aims to transform Baxter Park into a safer, greener, and more dynamic community destination. The park ranked as the top priority for investment in the Parks Conservancy and City of Pittsburgh’s Equitable Investment Strategy, which was shaped by feedback from more than 10,000 residents and a comprehensive analysis of park conditions. Additionally, both the Homewood Community Plan and the Homewood Clusters Plan emphasize the importance of renovating and improving this vital neighborhood space.

Beginning in the summer of 2023, the Parks Conservancy collaborated with Homewood-based organizations to identify the most effective strategies for engaging the broader community. By participating in local events and meetings, the team prioritized inclusive outreach to ensure diverse voices shaped the project. Ongoing community input will remain a cornerstone of success as the initiative progresses. 

In January 2025, the design team—working in partnership with the City of Pittsburgh and Pittsburgh Public Schools—unveiled a preferred concept plan that reflects the community’s vision. This plan is grounded in feasibility, ensuring it is constructable, maintainable, and aligned with neighborhood needs.

Over the coming months, the Parks Conservancy and the City will advance the project through detailed design, construction documentation, and permitting. Concurrently, the Parks Conservancy will actively fundraise to support construction, turning the community’s vision for Baxter Park into a reality.

PROJECT UPDATE: January 16, 2024

We are proud to announce that City Council unanimously passed a resolution to invest in our efforts to revitalize Baxter Park in partnership with Homewood residents, business owners, and leaders. This resolution will allow critical design and engineering work to continue. Thank you to Councilman Khari Mosley for sponsoring this legislation and to Henry L. Hillman Foundation for their generous support of our work in Baxter park.
